Yes, and wheelwash can also be used to flush ice either away from a structure, such as the docks Jim is referring to, or perhaps through a lock chamber or gate at one of the dams. This would be done to prevent ice build-up behind the structure which could then freeze together and form either a jam or a gorge, depending on the nature of the ice.
