Compressed air will not hurt a whistle at all. Provided the whistle is in the shape to handle pressure.

They will sound a little different, as the heat of the steam causes expansion as the whistle is accepting steam and contraction as the steam is exhausting from it.

Other than that...blow them on any pressure device you can find and enjoy them!

I once blew a steam whistle in a C02 tank...I don't recommend the practice...but, when you need a fix, any pressure will do, he, he, he!
