For some of that number, they very well could have died and been swept downriver, never to be seen again. There are many buildings still standing which could possibly hold victims too. Most of them are collapsed, so that when the dog sniffers checked them out in Sept, no scent may have reached them. However, the majority of the missing, or unaccounted for, are alive someplace - its just a trick to find them. As an example, we have a mother,son, and two daughters in RI. The father and brother are 'missing'. That is, they don't know where they are. When they were loading the planes, the group which ended up here got on board, but there was no more room so they sent the other two to another plane. At that time, they weren't telling the people the destinations of the planes, so unless both sections of the family carried cell phones, there was no way of knowing where each ended up. They are registered with Red Cross, online, other agencies, but the trick is for the other people to contact the same listings! This is obviously something which has to be fixed before the next evacuation of anywhere...
