Unfortunately there are too many people, including some of my RI friends, who don't think we should rebuild New Orleans - but they don't hesitate to send megabucks overseas to help rebuild from tragedies. NOLA was established in 1718. That's been a pretty good survival record. Using their logic, we shouldn't have any cities on the Mississippi up here because we get floods, or in the Plains where there are droughts, etc. There's a risk everywhere. Contrary to what seems to be getting out to the country, the most vulnerable sections are NOT being rebuilt, and many homes are being raised elsewhere. Another story never told is that had the Corps been able to follow their 1977 plan and install the flood gates at the end of the canals, this would not have happened. But they were rejected because environmentalists claimed the flood gates would destroy the gar fish... so we lost an American city and kept the gar fish safe. The flood gates are currently being installed.
