Back in 87 I watched as my Panamanian-registered ship(Bermuda Star) dumped plastic garbage bags overboard nightly in the Western Caribbean. I was probably the only passenger still up so it was pretty safe for them. That's one of the problems with the flags of convenience, they avoid lots of legalities. .................
