Outside railing around a steamboat. The rails around the main deck (lower deck) of a packet usually are called bull rails; those around the boiler deck are called boiler deck rails; those around the roof are called roof rails, and around the texas top edge are the texas rails. All of these are forms of fencing to keep passengers and freight from going over the edge.
