boiler deck 

The second deck on a packet where the passenger cabins and staterooms are located. The boiler deck was one deck above the boilers. No boilers ever have been placed on the boiler deck since the inception of the steamboat and it's unclear how the boiler deck got its name. Frequently the term boiler deck is used to designate the exposed portions of the second deck (outside guards and the area forward of the cabin) and is not meant to include the inside cabin space on the second deck.
