Default De Lovin Kate....A question

In my research on the KATE ADAMS, I found they built "apartments" for the deckhands in the stern of the hull and also the deckhands would be fitted with "uniforms". That got me to thinking....deckhanding is not a truly unskilled job. One has to know about line handling, boat maintenance, and many other tasks that are required on a steamboat. So here's my question.....did the old boats have a small crew of permanent deckhands and then hire on casual roustabouts as needed for freight handling?
Once again I know this has nothing to do with Her Ladyship and dates before 1970, but I think it's a question that might be interesting to explore.
