Default Potable Water

The other day at Howards I was looking through some correspondence from Tom Greene to Jim Burns, the builder of the DELTA QUEEN. The letter was written by Capt. Greene approximately three months after he started running the DELTA QUEEN and in it Tom Greene wrote "we are used to running small boats". Heck, the DQ is a lot more like a ship than it is a river boat especially with all its complicated systems...such as air conditioning, central heat, etc.
That got me to thinking...on most of the boats the Greene's were used to operating the potable water was carried in tanks on the roof, which brought up the question.....When did boats start carrying potable water?
In looking at Howard blueprints of boats, both packets and towboats, I can see no potable water tanks in the hull on any of them.
