Default Need calliope help

A couple of my steam buddies very near Louisville, KY have a calliope that needs help. It is a newer contraption, built in the 1980's I think, and is 100% mechanical mechanism. The main issue is that some (most) of the whistles won't produce a proper sound, just a "pffft" and we don't know how to adjust them. The valves work, and we can figure out the linkages to adjust them. The keyboard is rather "ratty", so some sprucing up is in order there as well.
