No doubt many aware that two major acts recently were voted, passed, signed into law by the President of the United States. The 'Surface Transportation [FAST] Act' to improve America's surface transportation on land and water budgeted at $305 billion for five years was signed on October 29, 2015. It is extensive, far-reaching in scope. Included in this bill are:
1. Roads and Bridges. 2.Public Transportation. 3. Highway & Motor Vehicle Safety. 4,Truck & Bus Sasfety. 5.Hazardous Materials. 6.Railroads. 7.Additional Provisions and Financing provisions to guarantee proper budgeting, oversight, revenue sources to the Highway Trust Fund. There were no other provisions, additions or exemptions allowed to be written in the bill. This mentioned in a previous posting in May. A few noted certain pork barrel provisions as usually the case. Recent U.S. rail disasters swelled the focus and money on rail tranport. Highways always come in for a big share.

'The Bipartisan Coast Guard Legislation' also voted, adopted, signed into law noting the Coast Guard as "one of our Nation's five armed services." Many provisions also to guarantee the continued role of the Coast Guard in their missions, promote the use of U.S. flagged vessels and U.S. seafarers in "the transport of Liquefied Natural Gas." 1.Authorizes the Coast Guard for financial year 2016 and 2017. 2.Support of Coast Guard Servicemembers. 3.Addresses Aging Coast Guard Assets. 4.Modernize leadership. 5.Improve National security. 6.Private Sector Solutions for technology aiding missions. 7.Enhanced Accountability. 8.Oversight of taxpayer dollars. 9.U.S. flagged vessels engaged in cargo financed by the federal government and shipped on U.S. flag vessels. 10.Reduce regulatory burden on the Coast Guard for better efficiency in their work, findings, reports. Accountability at the Federal Maritime Commission to prevent "spending of taxpayer funds on superfluous awards."
