Default 300 bills passed by this Congress

I just saw that this session of Congress has passed 300 bills - all rather insignificant and pretty uncontroversial- so with 40 co-sponsors, why can't the DQ bill get out of committee and to the floor for a vote? It had the votes last session, the committee is the bottleneck. But don't any of those 40 co-sponsors have an in with the committee chairman? You could have 434 co-sponsors, but if none of them can get the chairman to release the bill to the floor, the number is meaningless....
