Default SIU supply the worst mariners

Having many years experience dealing with the SIU, I can tell you first hand that having an SIU member did not make the boat any safer. In fact the worst employees we had were directly from the hall. The training required as a deckhand is pretty straight forward. The NVIC's provided by the USCG concerning deckhand training covers all the details needed to make for a good crew.
A good crew comes about after they have spent time on that particular vessel, with continued daily training and drills from the captains and management that crew becomes invaluable to the safety and success of the business. The fact the SIU covers the vessel is absolutely irrelevant. I would even hazard to say it is a negative.
Good luck Delta Queen and all the employees this effects. If you the employees feel that the SIU does not have your best interests at heart then maybe it is time to dump them. All good employers want happy employees and the SIU does nothing to guarantee that.
