Default SOLAS - some facts and details

I did some research about SOLAS and just posted an article about it at save-the-delta-queen.org: What is Safety of Life at Sea (SOLAS)?

What I couldn't find is the full text of the Safety at Sea Act which is important to find out whether it includes this 50-passengers limit that is being discussed here before. The International Convention Safety of Life at Sea (SOLAS), which is not relevant for the Delta Queen, has this 50-passengers limit. Maybe that's where this is coming from and not from the Safety at Sea Act from which the Delta Queen needs her exemption.
