Default DQSC proposal

Ignoring everything else in the proposal, focus on the floating hotels in NOLA bit: more hotel rooms aren't needed, especially small ones located away from the tourist attractions. While nice, Mardi Gras World is not a destination vacation, no need to stay overnight there to catch everything. The big St. Thomas project has been gone for several years, making the Robin St. neighborhood safer, but it is still no tourists' delight. You'd have to cab it to the French Quarter or Garden District, the WWII Museum and other attractions. The view from the Robin St. wharf is zilch, either seeing the wharf building from one side of the boat, or the Perry St. Wharf from the other...They've already tried running excursions on the CREOLE QUEEN out of MGW. That lasted only a couple of months due to lack of interest.
As to any progress on this proposal, I've heard of none.
Here would be a good bet: which will happen first, this proposal coming to fruition, or the Madison guy buying the MQ and transforming it into a dockside hotel on the beautiful Ohio?
