Default P A Denny licensed in WV not Ohio

reading the posts about drinks being served in dry towns. I remember when Ross was the GM for the Denny, we were in Pomeroy Ohio and had no license to do businees in Ohio, Ross had us tie off on a rock in the river and lift the stage off the ground, now we were in WV because WV owns the Ohio river. Useless notes from me.
