If S 1717 gets voted on by the full Senate, and right now that's up to McConnell, and it passes, it will sit there until the House can vote on HR 1248. As both proposals already read the same there is no need to go to the conference committee to have the bills reconciled. If both the House and Senate pass their respective bills then they go to the president for his signature (or veto). Hopefully, this will all happen before the close of the 114th Session of Congress next January, if it doesn't it's back to square one.

The question I have is can a House member have his/her name attached to a bill as a cosponsor when the House is out of session on recess?
