The Certificate of Inspection can not be renewed without an exemption enacted first. The Safety at Sea Act says that the Coast Guard can not issue a COI for boats holding berth for more than 50 passengers with wooden superstructures. But what they can do (and to my knowledge already did on request of Majestic America Line) is issueing a COI for different purposes than overnight cruises. So even after Oct 31, 2008, the Delta Queen will be abe and allowed to run under her own power. She just must not carry overnight passengers then anymore until a new exemption is issued and the COI in consequence is issued for overnight cruise business which I suppose the new owner to come will request as soon as te exemption is there.
